Curated list

8 Deliverables to Define in an Operations Proposal

An operations consulting proposal should describe the outputs the team will use and the evidence needed to accept them. These eight deliverables provide a checklist to adapt to the agreed workflow, not a mandatory bundle for every engagement.

How to use this list

Select deliverables from the operating problem and the receiving team’s needs. A narrow project may require only some of them; avoid adding documents that do not support a decision, execution, or maintenance responsibility.

1. A bounded process map

Show the start, finish, roles, decisions, and exception route. State what the map intentionally excludes.

2. An evidence and assumptions register

Separate measured observations from interpretations and open questions. Keep the source of important findings traceable.

3. A prioritized improvement brief

Identify the first intervention, dependencies, effort, and accountable manager. A long unranked issue list is harder to execute.

4. Usable procedures or checklists

Record prerequisites, decisions, completion evidence, and stop conditions. Test with the intended user rather than only the author.

5. A decision-rights matrix

Assign authority and escalation limits for recurring choices. A role title alone does not establish permission to act.

6. A metric definition register

Define source, period, exclusions, and owner for each operating measure. Make inconsistent calculations visible before charting them.

7. A pilot and acceptance record

Log cases, exceptions, revisions, and the decision to adopt or revise. Preserve what was tested rather than relying on a completion label.

8. An internal handover package

Provide editable sources, maintenance ownership, and the next review date. Confirm the team can operate without routine outside intervention.

Worked example

Illustrative use: a process map may expose a missing delivery-acceptance decision. The proposal can connect that finding to a decision rule, a checklist, a pilot, and handover instead of treating each document as an unrelated deliverable.

Turn the list into a decision

Select the items connected to your current operating problem. Assign an owner and an evidence source to each one, then use a recent real case to test the proposed change. Keep unresolved assumptions visible and review the result before expanding the process across the business.
