7 Systems to Check Before Opening a Second Location

A second location needs a transferable operating model and capable local ownership. Review these seven systems before assuming the first site’s results can be repeated simply by hiring people and copying its software.

How to use this list

Test the systems with the receiving manager and realistic work. This operating checklist complements the financial, property, licensing, and specialist reviews relevant to the opening; it does not replace them.

1. Local decision authority

Document what the site manager can decide and when central approval is required. Test a normal decision and a material exception.

2. Repeatable core procedures

Validate the tasks that keep delivery consistent. Separate approved local variation from workarounds held in one employee’s memory.

3. Staffing and backup coverage

Map critical roles and qualified alternates. Count support work the original location will provide during stabilization.

4. Demand and capacity planning

Compare expected work with the skills and time actually available. Avoid substituting total headcount for a constrained role.

5. Shared metric definitions

Agree sources, cutoffs, and denominators before comparing locations. Keep context for customer mix, staffing, and site maturity.

6. Purchasing and vendor exceptions

Identify who resolves missing materials, substitutions, and service interruptions. Test the escalation route before opening.

7. Customer and issue communication

Give customers and staff a clear contact and next-step path. Track unresolved issues through an owned stabilization review.

Worked example

Illustrative use: the first location’s owner approves every unusual request from memory. The second manager cannot reproduce that judgment without decision boundaries. Documenting and testing those boundaries should precede the opening rehearsal.

Turn the list into a decision

Select the items connected to your current operating problem. Assign an owner and an evidence source to each one, then use a recent real case to test the proposed change. Keep unresolved assumptions visible and review the result before expanding the process across the business.
